“The U.S. government has a long history of unwarranted and invasive spying.
Although this domestic surveillance impacts the privacy rights of everyone in the country, it disproportionately targets communities of color and activists. From COINTELPRO in the 1960s to xenophobic policies instituted after 9/11 to the FBI’s recent efforts to categorize Black Lives Matter activists as a terrorist threat, the government has long skirted constitutional protections to crack down on perceived dangers.
The adoption of new law-enforcement tools at the federal, state and local levels has exacerbated racially biased policing. Technologies like Stingrays and social-media spying software are used to monitor not only criminal activities but also First Amendment-protected activities like political organizing.â€
It has been well covered in the last few weeks that communities of color are being more affected by the COVID pandemic than white communities (see here, here, here, here).
As we have discussed, the systems of white supremacy have played a leading role in designating who gets infected, who gets tested, who gets treated, and who dies. The statistics on the racial divide of the virus in the U.S. are staggering: African Americans in Illinois account for 29% of cases and 41% of deaths yet make up only 15% of the state’s population. African Americans in Michigan account for 34% of cases and 40% of deaths even though only 14% of the state’s population is African American. Yet, there is still very little data within communities of color and because of the lack of data, the number of deaths in communities of color is feared to go up.

As the ACLU points out, “Surveillance is especially dangerous for Black and Brown communities.” Where do you stand on privacy and surveillance for COVID-19? Data collection of the virus can help communities of color that are being disproportionately hit by the virus but, as history will tell us, increased data collection of said communities will likely be used to crack down on communities of color – possibly during and most likely definitely after the crisis.
